Andrew Charles: a biography
Andrei Gennadievich Karlov, a talented Russian diplomat who made a great contribution to the implementation of Russian foreign policy.
Andrew Charles was born in Moscow on 4 February 1954. Today we can confidently say that it was a bright representative of a diplomatic dynasty. Grandfather Andrew started his career in the Russian Ministry of foreign Affairs in 1922. By the time of birth, the younger Charles worked there as his father. So the arrival of a future Ambassador at MGIMO faculty of international economic relations seemed quite logical and was a continuation of a family tradition.
As a student, Charles is a huge amount of time paid to the study of Korea. The language of this country became his second foreign language after English. Against this background, it looks quite logical the appointment of Andrew G. officer for the Soviet Embassy in the DPRK immediately after graduation in 1976. There he began his brilliant career.
During the service of the foreign Ministry Andrei Gennadievich Karlov worked on the strategically important positions of the Central office:
- from 1976 to 1981 and from 1984 to 1990 he was a member of the Embassy in the DPRK;
- from 1992 to 1997 he lived and worked in the Republic of Korea as an adviser to the Embassy;
- from 2001 to 2007 he held the position of Ambassador extraordinary and Plenipotentiary of the Russian Federation in the DPRK;
- from 2009 to 2013 he was Director of the Consular Department while performing duties as a member of the Collegium of the MFA of Russia;
- in 2013, a presidential decree was sent to the Republic of Turkey as the head of a diplomatic mission.
Unfortunately, Turkey became the last place of work – 19 December 2016, the Russian diplomat was killed in Ankara.
Private life was no less successful. With his wife Maria Mikhailovna Charles has created a strong family, raised a son, who was named Gennady in honor of his father. Today Gennady Zyuganov is a former graduate and a Secretary in the consular Department of the Embassy of the Russian Federation in the DPRK.
Colleagues and friends remember Charles as a loyal friend and sympathetic person. Especially trusting and close relationship was formed with the family of Alexander Matsegora – Counsellor of the Russian Embassy in KDNR. The latter even made a witness to the wedding couples at the Trinity Church in 2016.
The murder of Andrew Charles became one of the most resonant, the Ambassador was shot dead in front of many people, under the lenses of several tens of cameras. Even before the investigation video with violent crime quickly spread on the Internet media.
The tragedy occurred at a solemn event dedicated to the opening of the art Centre in the Turkish capital. Killer – mevlüt MERT Altıntaş, had previously served in the Turkish police, suddenly pulled out a gun and shot in the back acts as a diplomat.
According to the testimony of guards, the one who killed Charles entered in triumph on the police certificate. That didn’t make the inspectors suspicious. Before the shot, the killer shouted a few sentences in pure Turkish and a few words in broken Arabic. The gist of their comments was to ensure that this act is revenge of Russia in Aleppo.
After the fateful shots the offender is still shot several times in the hall before he could hurt three visitors of the exhibition, which opens. After some time the special forces soldiers managed to shoot the attacker. The responsibility for the crime was assumed by the terrorist group ISIL.
Andrew Charles shots made by the accomplice of terrorists, would be fatal. The same evening he died in the Central hospital of Ankara. The funeral took place at the Khimki cemetery in Moscow.
Major accomplishments and awards
Among the many awards Andrew Charles – the Order of St. Seraphim of Sarov received August 13, 2006, and the title of Hero of the Russian Federation, which he bestowed posthumously by President Vladimir Putin.
However, colleagues of the diplomatic corps believe the main achievements awards, and the results of his many years of work:
- the intensification of the process of legal settlement of the nuclear issue of Korea;
- improve the functioning of the consular service of the MFA;
- the leveling of the diplomatic relations of the Russian Federation and Turkey.
In memory of him will be named street in Ankara, which traditionally is the building of the Russian Embassy. Andrew Charles will wear the main hall of the Arts Center of the Turkish capital, as well as the award of the Academic Council of the University for students, focused on solving the problems of the East Asian region.
